Brett R. Pasquarella, P.E.
Vice President
Brett joined Carlson, Brigance & Doering in 1996, received his P.E. in 1999, and became a Vice President of the firm in 2006. Brett is responsible for subdivision design including streets, drainage, erosion control, water, wastewater detention, and water quality. He oversees plan processing through various entities such as cities, counties, TCEQ, TXDOT and FEMA. Additionally, he has a supervisory role for E.I.T.’s and drafting technicians.
Brett is a licensed Professional Engineer in the State of Texas. He received a Bachelor of Science in Civil Engineering from Union College in Schenectady, NY in 1991.
Douglas R. Rummel, Jr., P.E., R.P.L.S.
Vice President
Douglas received his R.P.L.S. in 2003 and became a Project Manager. As a design engineer and R.P.L.S. he was responsible for design, processing and inspection of single-family residential developments, survey project management, and supervising survey staff.
In 2006, Douglas received his P.E. and became a Vice President of the firm. As manager of the Surveying Department, Douglas supervises both technicians and field staff and is responsible for survey project oversight and client coordination. As manager of an Engineering Team he oversees project design, processing, final approval, and construction inspection.
Douglas is a licensed Professional Engineer and a Registered Professional Land Surveyor in the State of Texas. He received a Bachelor of Science in Water Resources from Tarleton State University in Stephenville, Texas, in 1999.
Steven P. Cates, P.E.
Steve joined Carlson, Brigance & Doering in 1999 as an Engineer-in-Training. He received his P.E. in 2004. Steve oversees the design of site plans and subdivisions, including streets, drainage, erosion control, water, wastewater, detention and water quality. He works closely with cities, counties, TCEQ, TXDOT and FEMA in processing plans. Additionally, Steve works in a supervisory capacity advising both E.I.T.'s and drafting technicians.
Steve is a licensed Professional Engineer in the State of Texas. He received a Bachelor of Science in Civil Engineering at Texas A&M University in College Station, Texas, in 1995.
