Environmental Services

CBD’s Environmental Division offers comprehensive due diligence, site investigation, and remediation services to help identify and address potential environmental liabilities—supporting regulatory compliance, property transactions, and long-term land value.​
  • Phase I Environmental Site Assessments (ASTM E1527-21)
  • Phase II Subsurface Investigations (Soil, Water, Vapor)
  • Phase III Environmental Remediation Design & Oversight
  • Texas Risk Reduction Program (TRRP) and VCP Coordination
  • Groundwater Monitoring and Waste Profiling
  • Wetland delineation and Waters of the U.S. jurisdictional determination, including USACE coordination for Section 404 permitting​
  • Endangered or Threatened Species Studies to support FEMA Conditional Letters of Map Revision (CLOMR) and Letters of Map Revision (LOMR) for FEMA submittal.​

Environmental Due Diligence Services

Phase I Environmental Site Assessments (ESAs)
  • Historical research and site reconnaissance
  • Aerial imagery and Sanborn/fire map review
  • Regulatory database reviews (EPA, TCEQ, etc.)
  • Interviews with owners, operators, and municipal contacts
  • Fast turnaround options for commercial and residential closings​
​Phase I ESAs help identify Recognized Environmental Conditions (RECs) that may require further investigation or limit liability under CERCLA “innocent landowner” defense.
​Phase II Environmental Site Assessments
  • Subsurface soil and groundwater sampling
  • Soil vapor testing and analysis
  • Laboratory analysis of contaminants (e.g., petroleum, metals, solvents)
  • Geophysical and utility clearance coordination
  • Boring logs, groundwater contouring, and data visualization​
Phase II ESAs provide targeted subsurface investigations to confirm the presence or absence of contamination identified during Phase I, allowing clients to make informed decisions about property use, redevelopment, or risk management before closing.​

  • Remediation system design (excavation, vapor extraction, bioremediation, etc.)
  • Voluntary Cleanup Program (VCP) guidance
  • Texas Risk Reduction Program (TRRP) compliance
  • Waste profiling and disposal coordination
  • Long-term monitoring and site closure documentation
CBD coordinates with state and federal regulators to design and implement remediation strategies that address site contamination, support redevelopment goals, and achieve regulatory closure with clear documentation for transactions and property reuse​
